Suitable for large-scale providers and operators of student accommodation, particularly relevant to the higher education sector and the purpose-built privately owned student accommodation sector. 

Health and safety requirements in large scale residential settings are complicated and rapidly evolving, with legal duties detailed in a patch work of unrelated legislation. Most PBSA providers understand requirements that flow from the Health and Safety at Work Act 1974 in respect of the basic requirements for the common areas of buildings, but the complex regime related to residential areas ‘behind the flat door’ are less well understood. Nevertheless, operators of PBSA need to understand their obligations and design systems to manage their responsibilities on a daily basis.

This new course will be delivered over two days on Thursday 26th and Friday 27th May 2022 has been created to try and provide PBSA operators with an essential understanding of their legal requirements in relation to residential accommodation, and will be led by a trainer with considerable knowledge of the subject:

  • An introduction to the Housing Health and Safety Rating System (HHSRS) and its application
  • The Homes (Fitness for Human Habitation) Act 2018 
  • The Smoke and Carbon Monoxide Regulations
  • Fire Safety Act 2021
  • Property licensing- HMO and Selective Licensing
  • The range of HMO Management Regulations
  • Typical issues found in PBSA – electrical issues, routes of escape, emergency lighting and condensation and mould
  • Legionella

This course will assist operators to understand their legal obligations and will also help building managers to prepare for verification visits under the ANUK/Unipol National Codes.

At the end of this course you will:

  • Understand the main areas of health and safety regulation in relation to residential accommodation
  • Grasp what the common areas of non-compliance are and how to deal with this
  • Have an understanding of the enforcement regime in this area
  • Be aware of how the ANUK/Unipol Codes verification process operates in relation to health and safety
  • Have the ability to make sound choices and judgements when faced with a number of common scenarios in relation to health and safety
  • Be aware of how to avoid mistakes and poor management practices that lead to costly and time-consuming issues
  • Have improved confidence when dealing with tenants, parents, building owners and the ANUK/Unipol verification process.

This course covers topics that will help you avoid common compliance pitfalls and give you confidence when carrying out your role.  Please note because of the nature of this training, the majority of the content is based on English law and may not be applicable in other legal jurisdictions.
