Understanding the HHSRS
The Housing Health and Safety Rating System (HHSRS) was introduced by the Housing Act 2004 and has been in force since April 2006. It is the main system for assessing and enforcing housing standards in England and Wales.

Philip Moxon, Independent EHO
Philip holds a first degree and following a period of study from 1967-1971, qualified as an Environmental Health Officer became a Member of the Chartered Institute of Environmental Health in 1972. He is currently a Member of the Chartered Institute of Environmental Health, a Member of the Royal Society of Health and a Member of the Institute of Housing. Having over 30 years experience as a housing professional, Philip lectures on a number of graduate and undergraduate courses at Birmingham City University and has become a Visiting Fellow to the School of Housing.
Philip runs his own consultancy service specialising in risk assessment of University and privately rented properties and was one of the first selected and approved national trainers through Warwick University to train local authority staff on the Housing Health and Safety Rating System (HHSRS) and Enforcement provisions in accordance with the Housing Act 2004. Philip also currently undertakes work as a national verifier for ANUK, visiting developments in England and Wales auditing the management practices of providers and undertaking surveys of their accommodation using the HHSRS provisions and the National Fire Guide in accordance with prescribed parameters for large student developments.
To date, Philip has undertaken and completed HHSRS risk assessment consultancies on properties owned/managed by Unipol, Leeds University, Aston University, Birmingham City University, Wolverhampton University, Imperial College, London South Bank University, Manchester University, Sheffield University and Keele University. He has an on-going arrangement with UNIPOL undertaking periodic risk surveys of their own portfolio of properties.
Finally, Philip leads on a number of training courses organised by DASH in terms of HHSRS certification for individuals and larger organisations together with Landlord training for accreditation purposes.

The Housing Health and Safety Rating System (HHSRS) was introduced by the Housing Act 2004 and has been in force since April 2006. It is the main system for assessing and enforcing housing standards in England and Wales. The system is evidence based and enables housing hazards to be ranked in order of seriousness both within a dwelling, and between dwellings and is risk based to assess the likelihood and severity of a hazard in residential housing as it relates to the health, safety and welfare of occupants or visitors. The HHSRS is tenure neutral; it can be used to assess hazards in private and social rented housing and also in owner occupied housing.
This course can be useful to organisations seeking ANUK accreditation since the HHSRS is an important element of the audit. It can also be useful in determining priority proactive programmes of work. In general terms, it raises awareness and knowledge of property condition and this virtual training course is essential for everyone who regularly visit tenants and residents in their accommodation.
