Have Your Say: Unipol Launches Public Consultation on the National Code for Non-Educational Providers

Unipol has launched a public consultation on proposed changes to the National Code for Non-Educational Providers, which plays a key role in maintaining standards in purpose-built student accommodation operated by private organisations. 

The consultation comes at a pivotal time, as the government’s Renters’ Rights Bill proposes sweeping changes to the private rented sector. As part of these proposals, members of the National Code may receive a specified status - exempting them from many of the Bill’s provisions. However, to achieve this, the Code must evolve. 

“This review is at a critical moment for the sector,” said Victoria Tolmie-Loverseed, Director of Standards at Unipol. “We’re inviting all stakeholders—from students and universities to landlords and investors—to contribute. These updates will not only ensure the Code aligns with upcoming legislation but also strengthen protections and clarity for student renters.” 

The key changes being consulted on include:

  • Occupants to have the ability to withdraw from their tenancy agreement if they permanently withdraw from their course or suspend their studies due to significant ill-health
  • Provisions in the event of the death of an occupant including release guarantors from any further commitment
  • That members will continue to protect any deposits taken in a government approved Tenancy Deposit Scheme
  • And a range of other requirements related to health and safety and complaints.
